【The 187th Kansai Branch Seminar】

Topic: The Impact of Least Developed Countries (LDCs) Graduation on Economy: Evidence from Lao PDR

Speaker: Dr. Phouphet Kyophilavong (Vice President and Professor, National University of Laos)
Dr. Phouphet Kyophilavong is a Vice President of the National University of Laos and Professor in the Faculty of Economics and Business Management at the National University of Laos. He received a bachelor’s and a master’s degree in civil engineering from Osaka University, and his PhD in economics from Kobe University in 2003. He has been conducting research on several topics and has published papers in well-known academic journals. He has directed numerous research projects and works closely with government agencies in Laos and international organizations. He has been a visiting scholar at several universities, including Kobe University, and a Fulbright U.S.-ASEAN Visiting Scholar at Harvard University.

Topic: Climate Change and Environmental Security in the South Pacific

Speaker: Dr. Raelyn Lolohea Esau (Dean and Professor, Faculty of Business and Public Policy, Tonga National University)
Dr. Raelyn Lolohea Esau is a Professor and Dean of the Faculty of Business and Public Policy at the Tonga National University. She specialized in Behavioral Studies at the Graduate School of Letters, Kyoto University, and earned her Ph.D. in 2026. For more than 20 years, she has worked in a wide range of areas within Tonga’s Ministry of Education and Training, including inclusive education, policy, strategic planning, curriculum development, teacher education, institutional leadership, and business & public administration. She has also served as the national coordinator for Sustainable Development Goal 4 (SDG 4) and as the Commonwealth of Learning Focal Point for Tonga. Furthermore, during the COVID-19, following the return of JICA Volunteers to Japan, she taught Japanese language at a teacher training institution.
