本書の概要

本書はアジアにおける災害多発６カ国の社会科学や工学分野の執筆者から成る共同研究の成果であり、2019年度開催の第2回世界防災フォーラムおよびアジア法社会学会大会における企画セッションでの報告・討論の到達点を、世界に向けて発信するものである。

2015年に仙台で開催された国連防災世界会議において、仙台減災枠組が採択され、その４つの柱（優先すべき行動）の一つとして「災害復興」が取り上げられた。そのメインテーマが、Build Back Better（よりよい復興）である。

しかし、「より良い復興」の解釈は災害復興に関わる実務者、研究者の間でも異なっている。特に発展途上国にとっては、災害復興における「より良い復興」は大きな挑戦である。本書は、アジア６カ国の災害復興の実証的観察を通じて、災害復興における目標の共通点と相違を探る。また、日本の災害復興の経験の良い点のみを取り上げるのではなく、課題にも論及する。

本書の最大の特色は、復興を目に見えるモノ（インフラ、住宅等の物的資産）だけで捉えるのではなく、被災地・被災者の視点を重視して捉えるというアプローチをしていることである。

本書は３つのパートから成り、第一部では「より良い復興」の定義やその前提をなす本質的課題について考察し、第二部では阪神大震災と東日本大震災からの復興に関する分析と課題抽出を深め、第三部ではネパール・バングラデシュ・ミャンマーの事例検討からアジアにおける「よりよい復興」の特色を探っている。

This volume aims to contribute to the establishment of a new methodology for evaluating the status of post-disaster recovery across Asia, which will enable a streamlining of post-disaster policy orientations. In seeking a better society-focused model, it also aims to make an international comparison of the learned lessons that have accumulated from mega-disasters. In contrast to the governmental approach to recovery evaluation that focuses mainly on physical structures and socio-economic macrolevel indicators, this volume seeks a common framework which focuses on the recovery of lives and livelihoods and the various micro-level conditions and systems that contribute to individuals attaining recovery. It also compares the differences in recovery policies and institutions in Asian countries aiming at “building back better” (BBB), which is the main slogan of the Sendai Framework for Disaster Risk Reduction 2015–2030 (SFDRR).
