【第一発表】奄美大島におけるカツオ一本釣り漁の持続性についてー大熊集落の漁撈モノグラフ

奄美大島で衰退しつつあるかつお一本釣り漁に関するフィールドワークの結果報告である。討論者の斎藤会員からは、「ユイワクの理念を反映し、組合運営にも平等出資、平等就労、均等配分、という三原則を掲げたとあるが、漁業形態の変化ならびに漁師の減少によって、今ではこの三原則は生きてはない。何が三原則の適応の変化の重要要素であったのか」、また「ユイワクという互助の理念を現代的に生かすための教訓は何か」などの問いが投げかけられた。フロアからは、この発表を開発学会で行うことの意味や、カツオ以外の刺身の入手可能性、現地での物価などについての議論が展開された。
【第二発表】台湾原住民族の文化継承と観光開発に関する一考察

カナダやアイヌの観光開発を参照点にした台湾原住民に対する観光開発の事例研究が報告された。討論では、データの取り扱いに関する追加の説明の必要性、観光客の吸収能力に応じた段階別の分析の必要性が指摘された。また、この研究が目指す学術的貢献をより明確にすることへの期待が述べられた。フロアからは、観光収入が旅行代理店と現地のホストとの間でどのように利益分配されているのか、webサーベイのサンプル数の妥当性などの質問が寄せられ、今後の研究課題が明確になった。次回は、観光開発が未成熟な地域の事例もサンプルに含めるなどして、国際開発への示唆を拡張した研究を期待したい
【第三発表】Collective Entrepreneurship as a Way Out of Dependency – Case Study of the Former Homeland QwaQwa, South Africa

The study described and analyzed entrepreneurship as a collective response in complex socio-political situations in QwaQwa of South Africa. The paper asks (i) how do people living in an area with diverse development issues grasp the complexity of the situation, and (ii) how they react? The commentator addressed the following questions: 1) What is unique about the dependency mindset in QwaQwa compared with other areas in South Africa? 2)The relationships among participants in Qwakanda, namely the relationship between the members who are more enthusiastic and those who are not? There was also a suggestion to challenge the Ostrom framework based on the paper.
【第四発表】Reimagining former coal mining communities: Lessons from a comparative analysis of Wakefield, UK and Yubari, Hokkaido

The paper is a comparative study of mining communities in the UK (Wakefield) and Japan (Yubari) to extract implications for the concept of “just transition.” The audience appreciated Yubari is an interesting case of former mining communities that try to pivot towards the creative industry as part of a wider regeneration effort. Discussion revolved around the appropriateness of the choice of cases, the definition of “just transition” in a cross-cultural context (e.g., the relevance of kogai as a preceding example of environmental justice, and some unique features of Yubari.
総括
聴衆20名強の積極的な参加を得て、個別の発表だけでなく、多様な文脈における地域開発と地域資源の利活用という共通テーマが浮き上がるような充実したセッションになった。英語と日本の議論が同じセッションで同居するという不思議な状況であったが、これも開発学会ならではということかもしれない。報告者が15分の発表時間を厳守したことで十分な討論時間を確保することができた。報告者の労を多としたい。
